The KSVS deals with the production, processing and distribution of the certified seeds of the National Varietal List crops such as rice, barley, soybean, corn and potato in order to increase the agricultural productivities and to improve the agricultural products’ qualities. It is to replace the degraded seeds to a new and high quality certified seeds. The rates of seed renewal in Korea are about 25%, 24%, 14%, 30% and 23% in rice, barley, soybean, corn and potato respectively.
The multiplication system for certified seeds is consisted of four steps such as Breeder’s Seed, Foundation Seed, Registered Seed, and Certified Seed.
The breeder’s Seed which has been newly bred is to used for producing the Foundation Seed. The branch Offices of the KSVS are responsible for production of the Certified Seeds, which are to be produced by using only the Registered Seeds. The Breeder’s Seed, Foundation Seed, Registered Seed, and Certified Seed should pass the field inspection and seed test.
The Branch Offices of the KSVS make a contract with volunteer farmers for producing a Certified Seed. The certified seeds and its pro-ducing fields are to be inspected by a qualified inspector from the National Agricultural Products Quality Management Services(NAQS).
The Minister of the MAF purchases only seeds which are passed seed test by the inspector of NAQS. The purchased certified seeds are to be stored and processed for the distribution to the farmers.
